gentleroger is right kind about the substance of each piece, however more often the first part is split into

1) creation (first sentence), main into:

2) preamble = summary of justification (in accordance with concept of government and human rights)

Then

3) the body specifies the 'particulars'

a) indictment -- record of abuses of the king

b) denunciation of Parliament for no longer responding after they complained about those abuses earlier than

4) conclusion - in truth mentioning independence, on the basis of the argument simply made -- adopted through a solemn pledge/oath of those that will signal

This is how those who talk of FOUR parts most often divide it.

For what it's worth, you have to merely divide it into THREE sections -- preamble, indictment (body), conclusion. Others make a less assailable department between the two parts of the frame (3a and b above) and say it has FIVE parts. (I reasonably like seeing 3 primary items, each with two sections - intro + preamble, indictment + denunciation, declaration + pledge.)
